So, this guy. Albatrosses are one of my favorite animals and I've been really hoping that they'd add this skin. Is there any way to get this on an older character (I'm not sure if exile's reach is instanced or not) ? How likely is it to pop up on other "filler" mobs in the future now that it's actually in the game?

You can only start in Exile's Reach on a new level 1 character where you are offered a choice to go to Exile's Reach. As far as I understand, that's the only way to get there - and if you leave, you cannot return.
