I got it during the excavation digs and killing that boss. On occasion they drop.

Just a reminder, now that the "love/Valentine" event is ongoing, not only can you mog the forever lovely rose as a permanent cosmetic, you can now get 5 new roses of different colors that are permanent cosmetics too! Check the flower vendor at your main capital city.
