Question about Storm Peaks

Hello,
If I haven't completed every quest in the Storm Peaks area, will this impact my ability to see him spawn, or is it just a matter of not seeing players who are out of phase?

I think Skoll is the only tameable rare in storm peaks. I don't remember phasing affecting this tame.
