No, to the Wandering Isle. At least right now, as far as I can tell, they are only accessible to Pandaren. You go back to the isle for the heritage armor questline. You take the hot air balloon that you originally took from the Wandering Isle to get back. The balloon isn't present for non-Pandaren.

It is an altered version of the Legion version of the Isle.
All I can say here is the noodles are cool and all, but windsteeds!!! Oh my gosh, we need them somewhere in pandaria so we all can tame them, not just pandas. That turtle is also cool, the second look to use the simple plain shell after ghamoo-ra, but the first normal variant to use it. I’m loyal to my ivory noodle so I can’t ask for more. I’m crossing my fingers, I know it’s still early
Wait and see what happens, but hopefully non-Pandas will be able to get there too.
I’ve wanted windsteeds since Pandaria was live. I’m so looking forward to this. I hope the other colours make it in, too. I want one of each. But I’ll probably mostly run with a red one and a white one.
I remember using taming them in early Shadowlands alpha, before they were replaced with the later model, and they still look gorgeous in the game. Far nicer (in my eyes) than any they’ve made since.
A few updates regarding this patch. I found a few more windsteed npcs, both white and yellow on wowhead, most likely hidden somewhere in the heritage version of wandering isle
They have the new horn attack animation, and it turns out legion dreamrunners are getting the animation in this patch not midnight, I am still crossing my fingers for those cloud serpents and all the windsteeds being accessible to everyone not only pandaren
