I guess the issue I am having is he just shows as a non quest giving NPC for me. I've not completed any of the quests here and can't seem to pick any up.

I looked into it a bit more and it seems in order to open up that quest chain you first have to do

Hmm, looking at his armory he hasn't completed the 'Nothing Boring about Borean' achivement. In fact he's only done 23 quests there, so perhaps he hasn't finished that chain yet.

I don't think you need haste to do this. I've been freezing them and then hitting tame beast when the trap has ~7 seconds left... so far I've alternated between the tame going off right before it despawns/loses the oil, and it being a milisecond too late. I think with luck, if I keep trying, it'll work.

EDIT: I was right! I got it!

Things I learned: You can freeze them then use the bait. This screws the timing up though. You want to throw a freeze trap out, use the meat, watch the timer drop until it reads "7" seconds left, immediately smack tame beast. Hitting it as it goes to 7 is too soon... I hit it right before it was going to drop to 6 seconds left. Some wolves randomly despawn, nothing you can do about that. And it'll still probably take several tries.

EDIT TWO: A few more thoughts. With the haste on my gear (...which is pretty bad XD) my tame beast spell lasted about 19.5 seconds I believe. So, depending on yours, you may need to vary the timing a bit. Watch when the wolf starts to run away from you... you want that to happen when there's 1-2 seconds left on the tame. The wolf keeps the buff "oil coat" after taming, and I checked and found that yes, others do see the effect, not just you. I named mine Antimatter 8)

For those who are dorks like me you have to have most of the quests in Valiance Keep completed to run the quests at the airstrip. I just did them and now have been sent up there. Fingers crossed.

Aquillian is right. All about timing. Used his method and yes after 10 tries it was perfect. He was set on full aggro though.

Now comes the problem of who to release to retame Haarka cause it sure as hell isn't going to be this guy. I will abandon this quest just in case any Horde on Argent Dawn wants to do this then come find me. I hope I can get it to repeat for someone.

Just faction changed a few weeks ago, had done Loremaster Hordeside, thank goodness, so the chain will still be open for me. I would try it on my other hunter, who I just swapped to Horde recently, but I don't have any pets I can let go to try it out
