When talking about locking exotic abilities until some later level, first consider 1) what it actually does (at max level), and 2) then shrink that effect, such as it is, down to 1/8, 1/4 etc to get an idea of the kind of pennies and nickels we're actually talking about down at lvl 20-30. It's all quite superficial when you get down low enough.

Chimera, MM's quicky nuke shot (Aimed being the non-quicky, save on procs) and Black Arrow, the LnL trigger spell (if we ignore traps, never seen a Surv hunter spamming traps during a boss fight to trigger it anyway), we have to wait just as long to get as BM does to get their exotics.

Remember that Kill Command will be BM-only in the new expansion. So each spec gets a unique high-damage attack right up front (Kill Command / Aimed Shot / Explosive Shot) that will destroy leveling content and fits the spec's theme.

This is a Good Thing.

Yes but starting out with aimed shot is huge.

My MM hunter was easily topping DPS charts at every level with just crappy greens simply because she was opening with AS + careful aim 2/2.

And while explosive shot doesn't give as dramatic of a DPS boost, it's still night and day better than what BM has in the earlier levels - even once BM gets BW their DPS is still very CD dependent whereas explosive shot goes a long way toward keeping performance comparatively consistent for SV.

And that's just the mechanics - aimed shot and explosive shot also have high "signature value"; when using them you really feel like you're playing something with a fairly strong sense of identity, so that when you get chim shot / black arrow later on, it's building on pre-existing stuff, e.g. comparing those spells vs tame exotics is apples / oranges.

If you want an apples / apples comparison, you'd need for BM to start with tame exotics as a core passive and wait till 64 for BW and 69 for TBW.

In re: kill command, A) it already was 90% BM, the only reason to use it for MM or SV was for a proc or LnL spacing (e.g. infrequent), so stipulating it as officially BM-only is like saying henceforth only hunters can even equip bows or guns, and B) quite frankly kill command is boring - I'm happy to have it in the arsenal but it simply doesn't have the kind of wow factor that aimed shot or explosive shot have - the only thing BM has along those lines is tame exotics. Everything else is just beefed up AI-boost.
