The revamps are already in game, so it came with 5.0.4.

The Scarlet chain set was a bit of a weird mix of different artworks. Hopefully they'll eventually bite the bullet and allow grey sets to be transmoggable, in which case the Shoddy Chain pieces will match most of it (no practical reason not to, every grey set is just a normal-looking armour set with alternative colours that aren't grey). But sadly that special modified chest with the scarlet banner would still be missing. Hopefully they'll find a way to add it back somewhere. Even if it's just a drop from a rare in the area. Even a low chance drop from undead in WPL would kinda make sense.

Bloodmail is also a weird mix of different artworks. Only the boots and pants are truly missing. Perc explains the make-up of it here: http://www.wowhead.com/transmog-set=905

The scarlet stuff could easily be made into rare drops from random Scarlet mobs. Both Crusade and the ones in NR. Forgot their name.
