Yup I think the tip rate depending on the place you go is about 12%. I have an app on my phone for it, but it depends on service too. If a waiter/waitress is rude people usually will not tip them.

Yes and no. The laws regarding tips and wage are kind of vaguely written in some aspects. Basically (in a non-pooled tip situation), most wait-staff at restaurants are payed below the federal minimum wage in the assumption that tips will more than make up the difference. However, if an employee's tips don't cover the difference, the employer has to pay them enough to bring them up to the minimum wage level for that pay period.

Obligatory tipping is something I find to be a fairly stupid custom. I'd much rather people get paid a fair wage and get the occasional tip based upon superior service. Personally, I tend to tip at 20% unless the person did a seriously outstanding or very poor job.

I'm not a huge fan of Ramsey. I'm not really into his show, but since that restaurant made the news a couple years back when the owner went all ballistic over a bad Yelp review, I figured I'd watch that episode. I actually felt sorry for Ramsey in it. That woman lives in her own little world where any sort of criticism is some horrible slander. I suspect she needed to be told 'no' more when she was growing up.
