Garwal was actually the single largest motivation behind cata coming out in my opinion - if you check the posts from Zarhym at one point he says something like "I can't even tell you all the reasons why Garwal was normalized", and I was one of the very few people at that time to make the connection that worgen were slated for release as a player race (and this was before they datamined female worgen halloween masks BTW).
Seems obvious in retrospect but at the time tons of naysayers were loudly decrying me when I proposed this, saying how preposterous it was and "SS or it didn't happen!1one!1" etc etc.
I still think the Garwal event is actually what changed Cataclysm from a "maybe someday, in some form" to a definite project at Blizzard - I strongly suspect that when Garwal was tamed, a lot of people at Blizzard wanted to treat them the same as ghost wolves/crocoslimes for the sake of PR purposes but that others opposed it vehemently.
Dev: "We can't let them keep their Garwals!"
Suit: "Give me a good reason not to"
Dev: "It runs against the feel of the game..."
Suit: "So? It's just a limited number of hunters and taking them away will lose some customers"
Dev: "Yes but then we can't release worgen as a player race without everyone wondering if they're talking to a player or a hunter pet"
Suit: "So, you're going to build a new xpac with worgen? I thought they were just another possibility for the future?"
Dev: "Erm... yeah. Sure."
Suit: "Ok, then you can remove the existing tames. And see if you can do something with old world while you're at it - those new worgen are going to have a lot of leveling to do."
Some may laugh but back in the months after WotLK it felt like Blizzard was really drifting in re: WoW and its future; all you heard about was "THE NEW MMORPG (tm)" (largely believed to actually be starcraft 2) and the odd bit of PVP content, argent dailies and so forth but nothing major until (coincidentally!) right after the Garwal thing when they seemed to regain their sense of momentum and direction.
