Azzere The Skyblade?
Has anyone been able to find this poor thing? I really don't want him to be removed.

Same. No luck so far, but the recent rash of reappearing rares (hereafter referred to as the "The 4R" event) has me hopeful.

I have a toon camped out at Azzre's spawn area. There are NO wind serpents there, but there are areas where blue wind serpents south of the area so I also fly around those areas too. I looked today after servers came up but still no luck. I feel that if Azzre is still around, they moved her. So I will keep looking.
