Story time!
Sooo... I read up stories and info on just how to acquire this rare beast as my own. I stumbled across a lot of horror stories of people having him killed out from under him, general harassment from other factions, and needless to say I was somewhat intimidated. But I braved it out to see if I could do it with a little help here and there with my friend. When getting her Skoll (and a few other rares), she came across a lot of harassment from Alli hunters. People landing and pulling him out to set off her NPCScan, emote taunts and throwing traps over hers, or just outright killing the mob. Just a lot of general assahattery.
I spent about three, four days camping and scouting the spots in Storm Peaks, with nothing to really go on other than his spawns. Park for a few hours, fly around, lather, rinse, repeat. Occasionally when my friend was on, she'd help by scoping out the other spots since she had epic flying and I didn't. Sometimes I would spot another hunter camping a spawn, usually Alli since our server is pretty unbalanced, but I would leave them be. First come, first serve.
During one of my camping attempts, I had an NE hunter land in front of me. I wasn't sure what he was up to, but he instantly whips out Skoll and sets off my NPC scan and says something in common. I think 'oh great, I got one of those harassers' and it kinda annoys me. So once he leaves, I log, clear my cache, and try again. No luck that day.
Next day I get a tell from a level one troll in Durotar. I'm a little apprehensive to respond to the 'hello', thinking it might be a gold spammer. Lo and behold, it's the hunter from before. He made a horde char for the sole purpose of giving me a pointer on the times and most common places Skoll spawns, and that he had caught him at 7:30 AM the day before. He originally didn't intend to mess with my NPC scan, but was trying to inform me so I wouldn't be standing around for no reason. I'm floored! So nice of him! I send him a huge amount of thank yous and head back into the hunt with my new information.
I check on the hours, 6, 12, and eventually 24. I start camping the Disk spawn at around 6AM. I catch the sight of a Dwarf hunter, one I had seen camping that spot the day before, making his rounds. He leaves me alone in passing and goes about circling to the other spawns, no doubt. At exactly 8:00AM my scan goes off and there's Skoll right in front of me. I got the hunter jitters, but quickly tame him, and give a big ol' cheer! That felt awesome!
But I figured I would sit around for a little while longer with him out, in hopes the Dwarf would make one of his frequent passings so he could get a good idea of when Skoll spawned. He pops up not more than a minute or two later and lands to give me a /cheer, and whips out Loque. I give him a /cheer, /pray for his good luck in finding Skoll, then bid him /farewell with my new pup in tow and a huge smile on my face.
Obligatory victory screen cap!

Overall, I feel kind of lucky to have had the fortune to deal with zero harassment on my hunt. With my server being as horribly unbalanced as it is, there tends to be a lot of Horde/Alliance hate and animosity, but I was shocked at the unspoken respect there seems to be among most of the hunters in WoW. Lets hope any other tames I attempt I would be so lucky!
