How does one obtain this? World drop? Drop off certain mobs in certain areas? Vendor item?

I know it's BoP and makes a nice hit/agi use trinket, but that's literally all I can find.

I think my paladin on the beta got it as a random drop from a mob very early on in Deepholm.

Cataclysm world drop. My bf got the tanking and melee dps trinket drops off random mobs in Uldum on his dk.

Do you need to have a certain level of JCing to have it drop? Or will it potentially drop for me even though I haven't bothered to level it yet?

That I'm not sure on; he had definitely at least entered Cata JC.
