Can't help with the jacket, though.
I can't think of anything that looks like it, save for the Worgen starting clothes (Which really don't work). Bah. Kudos to the Layton idea, though. I absolutely adore those games. <3

As far as I have seen this is an NPC only item, which is a shame but you never know it maybe something they add later but I doubt it.
