If you identify a piece as "dps" gear and exclude bears from rolling for that reason, you're going to end up with some fairly naked bears. This expansion, Blizzard increased the AP value per point of AGI from 1 to 2, normalized stamina values on items, and introduced reforging, three separate actions that combined to make AGI dps jewelry and capes in most cases better than their STR-based counterparts for bear druids. Bears only have one avoidance rating (dodge) in common with the other tanks and gain very little from STR compared to AGI.
Don't blame "greedy" bears for rolling against you on your "dps" gear, because it very truly is just as much their "tank" gear. Blame Blizzard instead.
I personally have always felt a twinge of guilt rolling against a rogue on leather, but if I let that stop me every time I'd be tanking in my resto gear. The same unfortunately goes for AGI rings, necklaces, and capes (though there's a nice mastery/dodge STR cape from Mt Hyjal exalted that puts pre-raid AGI "dps" cloaks in their place). Hunters and enhancement shamans are just going to have to put up with what rogues have been dealing with for the past 4 years.
