Maybe Beast Mastery not having a proc is done on purpose so the three specializations have a different feel. I compared a Dragonhawk to a Wind Serpent to my Warlock's Curse of Elements and there is a disparity. The Dragonhawk has an 8% debuff while the Wind Serpent and Warlock have a 5% debuff.

I don't know whether it's supposed to be 5% or 8%.
